Summary of Professional Experience

I have ten (10) years of extensive multi-discipline managerial and technical experience on a wide range of construction management project in Oman. I held many senior positions in the engineering field during my work with the Dhofar Municipality over a wide range of pre-construction, construction and management activities including liaison duties and review of the preliminary and final designs and attendance of progress meetings on behalf of the Client (Dhofar Municipality) during the design and construction stages of the Salalah Wastewater Stabilization Ponds Project (1989 - 1991).

 

I have served as the Dhofar Municipality Project Manager for the Water and Wastewater Masterplan Project for Salalah (1990 - 1992 ) and also for the Salalah Wastewater project ( 1992 - 1994 ) . This project is unique in both its size and complexity. My contribution to the Project Management Unit team has been instrumental to the success of project planning, design and preconstruction activities. The above-mentioned projects were carried out by Dames & Moore International and Camp Dresser & McKee International Inc. and financed by the Omani-American joint Commission ( OAJC ) through the AID Project No. 272-0104 for Oman.

 

In these and other areas, I have provided a critical link between the project engineering team and other relevant public and governmental agencies, and provided valuable technical and managerial guidance while co-ordinating overall project activities.

Key Assignment / Activities

 

Worked as the Executive Director of Dhofar Municipality, which is one of the major agencies under the Office of the Minister of State and Governor of Dhofar. The Dhofar Municipality has eleven (11) departments dealing with different technical and public service aspects and has a total working force of approx. 1,550 under control of the Executive Director.

 

Presiding the Municipality, setting up the internal principles for work progress in all departments and sections, and executing the following duties:

 

  1.  Appointing the staff and labour force, promoting them, granting them allowances, punishing them in case of breach, dealing with other affairs concerning the whole staff as per the Law of the Civil Service and its executive regulations and according to the decision of H. E. the Minister and his approval of the Municipal Committee recommendations.

 

  2.  Ordering the expenditure within the limits of the approved budget, signing Cheques and other financial documents, advertisements and carrying out all financial procedures as defined by the financial rules and according to H.E. the Chairman of Municipality instructions.

 

  3.  Authorizing some of his functions and duties allowed to be authorized to his assistants to resume them under his supervision and responsibility.      

 

  4.  Monitoring the performance and work progress in various sections and departments of the Municipality.

 

  5.  Preparing the agenda of the Municipal Committee and submitting it to H.E. the Chairman before to be submitted to H. E. the Minister to approve it.

 

  6.  Implementing all the decisions made by H. E. the Minister according to the recommendations made by the Municipal Committee.

 

  7.  Assisting the Municipal Committee in preparing proposals for the       annual budget of the Municipality and preparing the final annual accounts and submitting the monthly accounts as per the instructions of the Chairman, Municipality.

 

 8. Receiving and opening the correspondences sent to the Municipality except the tendering correspondences, which are sent to the tender board.

 

9. Preparing of the periodical reports and submitting them to the Chairman, Municipality and preparing the non periodical reports required by the municipal Committee or Its sub committees regarding the work progress in the Municipality of projects.
